No, medical expenses paid using your HSA account don't count as out-of-pocket and can't be claimed again as medical expenses in itemized deductions.

If you itemize your deductions. turbotax takes the expenses paid for medical expenses reported on the 1099-SA and subtracts them from other medical expenses listed for schedule A. to get the correct results, you need to include the medical expense paid with the hSA in schedule A medical expenses then Tubotax subtracts them to arrive at expenses not paid through the HSA. if you do not itemize you do not have to do anything.
