The IRS requires you to file form 8889 (for the Health Savings Account) if you:
- made a contribution during the current tax year,
- took a distribution during the current tax year, or
- inherited the HSA during the current tax year
If none of these apply, then you do not need to file the 8889 for the current tax year. This would mean that you would not need to go through the HSA interview.
Be sure that there is no code "W" in box 12 on your W-2 (this shows employer contributions plus your contributions by means of a payroll deduction plan). If there is a code "W" in box 12, then you have to file form 8889, even if you did not spend anything on medical expenses from the HSA during the year.
