Does an AFLAC cancer policy in which a medical cancer claim was filed leading to money which was used to pay out of pocket expense count as medical reimbursement?

Yes, the amount received from AFLAC does count as medical reimbursement and you cannot deduct that portion of medical expenses on Schedule A. Doing so would be considered double dipping.
