Does it count if I paid tent to a parent whom I was living with but was not on the lease ?

Count for what?  No.  Rent is not deductible on your federal return no matter who you paid it to.  Paying rent to your parents is just family cost sharing.  You do not put it on your tax return.

It depends on the state rules where you live. In general, a renter's credit would be available to the lessee, not any informal sub-lessees.. @xmasbaby is correct.
