Can I claim my partner as a dependent if most of his pay went to child support?

You cannot subtract the child support he pays from his income in order to determine if you can claim him.   If he had over $4700 of income----regardless of any child support that he pays or that is being garnished----then you cannot claim him as a dependent on your tax return.
