I always receive 2 property tax bills every year: 1 for county property tax and one for city property tax. Are the total for the 2 what constitutes "property tax" or only the county bill.

Both city and county property taxes should count as property tax deductions as long as they are based on the value of your property and they are assessed on an annual basis.

Add the amounts together and claim them both.
