Can you provide more information as to which state you are referring to?

Thank you!

For Wisconsin. Sorry about that.

Why are you asking this question, in the income forum?

Property (real estate) tax is deductible, by home owners, regardless of whether it's for schools. Or are you asking about School District Income Tax?  Or is this state tax issue, which state?

Filing for Wisconsin. There is a section for school property tax credit. I’m confused as to whether or not it applies to a regular homeowner like myself, or if it only applies to the owners of housing used by schools.

Thanks for the clarification and additional information.

There are a couple of credits regarding schools.

The first is the School Levy Tax Credit.

This credit is reported on your property tax bill and does not have any impact on your personal income tax return.

The second is the Renter's and Homeowner's School Property Tax Credit.

This credit is applicable if you rented or paid property taxes during 2019 on your home.  It does not matter if you were using a school or not.  You cannot claim the credit if you (or your spouse if applicable) are claiming the veterans & surviving spouses property tax credit.
