TTX knows nothing about any taxes you owe for prior tax years.

 

And there is no place for you to enter that information on any of the tax forms.

 

Past due taxes for prior years have to be dealt with by you, separately from the 2019 tax return.  IF the IRS knows about other year taxes you still owe, and haven't paid....they will take any or all of your 2019 refund (If you have a 2019 refund)   IF for a state, the state will do the same.
