I reported on my taxes with Turbo Tax that I did not receive the second check. I discovered that was in error. I'm trying to file an amended return to correct it but I cannot find where I reported that on Turbo Tax. Where is it? Is an amended form the correct way to go?

The 2020 Form 1040X (Amended Return) will not be ready until 03/25. You should have your refund by then. If the IRS adjusts your refund, you won't need to file the amendment. But if they don't and you receive the recovery rebate as well as the payments, then you can file the amendment. So for now, hold off on amending your return. There is a 1040X in TurboTax, but it is not updated for 2020 returns yet.
