I received a $600 credit on my 2023 tax form for new windows installed in 2023 . I installed more new windows in 2024 which should qualify for an additional $600 credit, but Turbo Tax indicates a $0 credit.  Am I wrong in thinking I should get another credit? If not, how can I correct this?

No, you are not wrong. You are entitled to the $600 credit for qualified energy-efficient windows in 2024, regardless if you also got the credit it 2023. Per the IRS, "the credit has no lifetime dollar limit. You can claim the maximum annual credit every year that you make eligible improvements or install energy efficient property until 2033."

Let's revisit the entries, double checking all questions are answered.

1. Upon opening TurboTax, choose Deductions & Credits
2. Locate Your Home
3. Start/Revisit Home Energy Credits
4. On the Energy Efficient Home Improvements screen, select Yes then Continue.
5. Answer the next few questions until you get to Did you have any of these qualified energy efficiency improvements in 2024? Here exterior windows is listed.  Select Yes and continue.
6. Make sure you enter the total cost and answer the questions about ownership and location of the home.

7. On the screen asking if you have a 2023 Home Energy Credit, answer No if you were able to deduct the $600 last year.

I revisited the section and re-entered the answers that you advised and continue to get $0 credit. Now what?

Can you clarify if you have already entered your income, @JRB46W ?

The credit is nonrefundable, so you do need tax expense to absorb it.
