My state return is asking me to allocate part of  federal amounts (taxable state refunds) allocated from my spouse.  We received a refund from Maryland state last year of $634.  How do I know what amount was my portion and what amount was my husband's portion.  Unclear of what is being asked?

If only one of you worked in MD in 2019, the refund would belong to that person. Otherwise, you can allocate based on income earned. For example, if you earned 70% of the money in MD in 2019, 70% would be yours. Unless you are in a community property state now, then you split 50%. Community property states are AZ, CA,ID, LA, NV, NM, TX, WA, WI.
