2023 information goes on a 2023 tax return. You cannot put it on a 2024 return. So---if you forgot to enter something last year on your 2023 return, amend the 2023 return.

If you did not itemize deductions like mortgage interest, real estate taxes, etc on your 2023 return, amending to add personal property tax will have no effect and will not increase your refund.
