This article says that, although ID is requested, it is not mandatory except in some states.

If you are a foreign national living in the US (pass the substantial presence test) and you live in a state where ID is required, then you need to get ID, or file by mail.  If you are living in a state where ID is not required, see if you can leave that page blank.

 

If you are living overseas, and you are not a US person for tax purposes (citizen or green card holder), or if you do not pass the substantial presence test for 2023, then you file a 1040-NR, not a regular 1040, and turbotax can't prepare a 1040-NR.  You may be using the wrong software.

@Tax Inquisitive   Goyal ji, Namaste.

 

Agreeing with points and refs provided by my colleague  @Opus 17 ,  I am just wondering:

(a) are a US person ( citizen/GreenCard/ Resident for Tax purposes ) -- because if not,   you would need to  file a return on form 1040-NR  ( this is not supported  by TurboTax -- you can use  SprinTax or help from your school foreign students office or tax professional ).  As you can see  without more  info on your status we don't know how to help you.

(b) If you are here on work visa  or  otherwise , have SSN and have met the  Substantial Presence Test ( SPT ), then you use the form 1040 for filing your return.  To be able to file this electronically  ( e-File ) you need some sort of ID  (  your driver's license  is the most common one used ).
