I live in Georgia and was pregnant in 2023. Baby was born in February 2024. Am I able to add the unborn dependent exemption for 2023 to this year's 2024 tax return since I didn't last year?

No. You can amend your 2023 state return if you want the credit. You cannot put a credit for 2023 on a 2024 tax return.
