HDHP and HSA for kids who also have low deductible secondary coverage

I have HDHP and HSA contribution partly from the employer. If the kids are on my insurance as primary and my wife's as secondary which is a low deductible, can I still make HSA contributions without any penalties?

With regard to coverage, eligibility for an individual to contribute to an HSA depends only on the fact that the individual making the contribution is covered by an HDHP and not covered by disqualifying coverage.  If you yourself are not covered by another plan, you eligible to contribute.  The coverage that your children have is irrelevant to your eligibility to contribute.
