how can I get Disaster Relief question to take NO for an answer?

I am in an endless loop

You may have to delete Form 4684.

Go to Federal Taxes at the top.
Select Deductions & Credits
Scroll down to Other Deductions and Credits
Select Start/Revisit next to Casualties and Thefts
Select Tools
If the drop down does not appear Minimize the Federal Taxes block
Under Tax Tools, select Tools
From dropdown click Delete a form
From the list of forms, choose Form 4684 Casualty and theft worksheet

This will clear the form.
