Per the IRS in the 4684 instructions, if you are reporting a casualty or theft loss attributable to a federally declared disaster, check the box and enter the DR or EM declaration number assigned by FEMA in the space provided above line 1 on your 2023 Form 4684. 

 

Additionally, per the State of California, you required to print the required information in blue or black ink across the top of your return only if you file by mail. Using disaster codes are sufficient for e-filed returns. 

 

Therefore, if you are e-filing, you will have to enter in the FEMA declaration number on the casualty screens in order for the required information to populate on the forms. To do so, please follow the instructions below:

  1. Open TurboTax.
  2. Go to Deductions & Credits.
  3. Under Other Deductions & Credits, click Start or Update next to Casualties and Thefts. 
  4. Enter the relevant information.
  5. On the screen, Enter your FEMA disaster code, choose the two letters your code begins with and enter the declaration number. This will populate the required information on your federal and state returns.
