How do I fill in line 23 on form 2555 in Turbotax?

You can't and don't fill in any form directly with the online version of the program.

Under the Personal Income tab scroll down to the Less Common Income section. Under that elect to edit/update the "Foreign Earned Income and Exclusion" section. That's where you'll enter all foreign earned income.
