A distribution from an IRA that is qualified as as QCD (Qualified Charitable Donation) is rolled over directly from the IRA trustee to the charity.

A 1099-R is still issued to the account owner to report the non-taxable rollover on their tax return.  However, as far as I know, a QCD can't be used to pay state taxes.

If you could share more details, we'll try to help.

Here's more info from the IRS on Qualified Charitable Donations.
