I didn't use my HSA for anything but medical expenses. Should I receive a 1099-SA?

Yes, if you used your HSA distributions for your medical expenses, you should have received a 1099-SA.  If you did not, you will need to contact your employer or administrator of the plan to obtain a copy of the form.
