I have an HSA, but no longer have an HDHP. Am I allowed to open a new account (with more favorable interest rates) and transfer existing HSA funds into the new account ?

Yes, you can move your HSA to a new or different custodian.   You just can't make any contributions to your HSA.   You can take distributions, but can't make contributions unless you are enrolled in an HDHP.
