Yes, you will use the "Foreign or US Possession" option in the state dropdown box.

When entering your provider information in TurboTax using the Dependent Care Credit topic on the page "Let's get some information on your provider" select the "Other" radial for "Tax ID Number" and indicate "Foreign Provider" and then in the state dropdown you will find the "Foreign..." option.
