Question

I can not pay and complete my filing due to the system not taking my credit card, since I live in Taiwan and the billing address is indeed in a foreign country.

    TurboTax is working towards  supporting and allowing filing with a foreign address.  Until then, if you have access to another card that does not have a foreign address, please try using that.
