I didn't pay registration fees till 2020. should i still deduct it or deduct 2 years' worth in 2020 taxes?

Normally deductions are claimed in the year they are paid.

If this is for vehicle registration fees, they would be claimed in the year paid, so next year when you do your 2020 tax year return.
