I forgot my (car)personal property tax of $396 in Virginia on my schedule A, my total deductions being $17,613. Will it make a difference in my refund?

for federal all state taxes are limited to $10,000.  so if your over, it will make no difference

Unlikely.

Although the deduction for state and local taxes is capped at $10,000, there is no limitation on the total amount of Schedule A deductions you can claim.

So, while the inclusion of your car taxes will change your total deductions, it is highly unlikely it will make a difference in your refund amount.

And it is certainly less than the cost to revise a tax return that has already been filed.
