I had a surgery in 2015 which was paid for by money awarded to me in a lawsuit in 2016. do these medical expenses count as deductions?

No, not unless you paid taxes on the award from the lawsuit.

Generally compensatory damages and reimbursement of expenses are not taxable.

Punitive damages generally are taxed.

If the medical expenses were paid with tax free money they are not deductible.
