I have a FSA for 2017, does that qualify for a "Health/Medical Savings Account Deduction" that the standard question ask f you have?

No, the Flexible Spending Account and the Medical Savings Account are different, the medical savings accout is when you have a High Deductible Health Plan (HDHP).

The FSA is all taken into account when the W-2 is entered.
