I have a PCA. Does this qualify the same as the HSA or MSA deductions

What do you mean by "PCA"? A Personal Care Assistant?

 

No, both an HSA and an MSA are financial accounts somewhat similar to an IRA, and you have to have High Deductible Health Plan (HDHP) insurance coverage to contribute to them.

 

NOTE: some states offer their own MSA plans which don't require HDHP coverage, but unless you tell me what you mean by PCA, I can't be sure.
