I have an online savings account with barclays. Is that a foreign bank account?

Assuming that the below bank is the Barclays Bank you are referring to, their address on the website shows that it is based out of Delaware. As such, it would not be considered a foreign bank account. If the bank you have is the Barclays Bank based out of the United Kingdom then it would be considered a foreign bank account.
