I have listen 4 dependents ( my 3 kids and 1 grandchild) , and yet, my child and other dependents tax credit on this turbo tax site shows as only being $2,262. I thought it would be $2,000 per child?

This amount of $2262 seems far away from what it should be, when I have 4 dependents, and my income was just under $19,000. So

The tax credits are non-refundable, meaning once your tax liability is reduced to 0 you are not eligible for any remaining tax credits.

That sounds right. The refundable amount is 15% of the amount of income you earned over $2500. You do not get $2000 per child as a refund.
