I installed an electric heat pump water heater AND separately installed a heat pump AC. Why can't I get $300 for each (up to the $500 lifetime total)?

I thought i'd end up with the full $500 credit. Is it really only $300 for building property even if you installed a heat pump water heater and a heat pump ac?
Water heater = $300 credit
Heat pump ac = $300 credit
Total = $600 credit
Lifetime Limit = $500

Water heater = $300 credit qualifies.

Heat pump ac = $300 credit doesn't seem to qualify. an a/c must be high- efficiency central a/c. heat pump a/c doesn't seem to be listed as qualifying.

Total = $600 credit
Lifetime Limit = $500
