I just realized that I did not deducted my car registration fee last year, is there anyway to include it in this years return?

No, you cannot deduct 2015 expenses on 2016 tax return. You would have to amend your 2015 tax return.

However, if you didn't itemize your deductions last year (claimed mortgage interest, real estate tax, state income tax, charity), the car deduction would not have made a difference on your tax return. If you did, the car fees may increase your refund just by a few dollars.
