I live in Georgia - if I paid an accountant to do taxes last year, can I deduct that amount from my taxes this year? If so, where in Turbo Tax do I do that deduction?

Tax preparation fees are not deductible on your federal return unless you are self-employed and are entering it on a Schedule C. The tax laws that changed for 2018 and beyond eliminated tax prep as a deduction.
