Maybe...maybe not.   Remember? No one in this forum knows what city/county/state you are asking about.

 

You need to indicate your city/count/state that you lived in those years......every state has different procedures, and most don't have a program like that at all.

 

Only after you indicate that information....perhaps someone in this forum who knows the filing details about that city/county/state could answer.
