I purchased vacant land in 2017. Is there a deduction for the escrow and title insurance fees?

No, there is not a deduction for escrow and title insurance fees. The title insurance would be added to the cost of the land and increase the adjusted basis of the property, but you will not see any benefit from this until you sell the property. The escrow payments are not deductible until they are paid out for property taxes.  Only the portion that is for property taxes paid will be deductible.
