You can claim a tax benefit such as a deduction or credit for new windows when the purchase is completed; you don't have to wait until the loan is paid off.

If you installed qualifying energy-efficient windows in your personal residence and wish to claim the Energy-Efficient Home Improvement Credit, enter the information in Deductions & Credits, under Your Home and follow the prompts.

The  Energy Efficient Home Improvement Credit, which covers energy-efficient exterior windows, doors, and skylights, was renewed for the tax year.

Under this credit, taxpayers may claim a tax credit for 10% of the cost of qualified energy efficiency improvements (not labor or installation) and the amount of the residential energy property expenditures paid or incurred by the taxpayer during the taxable year (subject to the overall lifetime credit limit of $500 and a $200 lifetime limit for windows).

The residential energy property credit is nonrefundable. A nonrefundable tax credit allows taxpayers to lower their tax liability to zero, but not below zero.

See this help article for more information.
