I received an Oregon form 1099g for tax year 2016 in 2019. It is for an energy credit. Is it taxable on my 2019 federal return?

If the amount appeared in Box 2 of Form 1099-G and all three of the following are true, your refund counts as taxable income:

  • You itemized deductions last year, instead of taking the standard deduction.
  • You claimed state and local income taxes (not general sales taxes).
  • Claiming the deduction helped you increase your federal refund or lower your tax bill.

Even if your refund is taxable, it may not be the entire amount. It depends on how much the deduction affected your refund or tax bill. The answers you provide in the TurboTax interview will allow the program to calculate the taxable amount for you.
