I sold my condo, which was never my primary residence. Can I add special assessments to to my cost basis?

This was never my primary residence and never used as a rental property.   Assessments included new carport, redoing walkways, painting building, etc.

Painting will fall under maintenance, but assessments for "improvements" such as carport and walkways, can be added to basis.
