Did the child live with you more than half of 2016?
If filing jointly do both parents have earned income?

The child must be under age 13 and the credit can only lower your tax liability.  If you have no tax liability then the credit cannot lower it further.

If you provided care for one child, and you have a $5000 benefit from work, you can't get any additional credit.  The credit is 20-30% of a maximum of $3000 expenses.  Since your work benefit was larger, you can't also use the credit.  (The work benefit saves you more money than the credit anyway.)
