I take an Required Min. Distrib. annuity from my Federal Thrift Savings Plan OPM contractor. Can I claim a Qualified Charitable Deduction on my return?

No, you can't claim a Qualified Charitable Distribution (QCD). A QCD can only be made from an IRA. And the distribution has to be paid from the IRA directly to the charity. You can't take money out of an IRA, then later make a contribution to charity and call it a QCD.
