I was a new home owner and didn't claim my 2016 real estate taxes on my 2017 filing ... can I claim it this year ?

No, you can only claim it in the year you actually paid the taxes.  If you indeed paid the RE taxes in 2016 you will have to file an amended return Form 1040-X.  The IRS requires that the 1040-X be PRINTED and MAILED.

You DO NOT mail anything to TTax.
Your amended Federal return gets mailed to the IRS.

When mailing a printed return it is always a good idea to go to the Post Office and mail it 'Certified' with 'Return Receipt'.  That way you will have proof that they received it and when it was received.
