I was wondering why I didn't get a EIC for 2016?

I met all of the requirements of the EIC with no dependents.

If you were 25, filed single with no dependents,  and an income of $14,880 or less then you may have qualified for EIC.  You cannot get EIC if you are someone else's dependent or if you file married filing separately.  If you qualified, then TT would have automatically included EIC in your refund.  Look at your tax return:
 1040EZ on line 8a
on 1040A line 42a
on 1040 line 66a

Is it the taxable income that they go by or is it the gross?

Both your Earned Income and AGI have to be less than the max.  And you can't have more than around 3,000? of investment income.
