If I am a LPR and lived outside of the US for approx 6 mos, do I still get penalized for not having medical coverage for the whole year?

It depends -

If you are a legal permanent resident (LPR) and lived outside the US for a 6 month period, you may be able to claim an exemption related to your time outside the country.

You may be able to claim a Code "C" exemption for these months abroad. This relates to US citizens or residents who have essential coverage from another country while outside the US.

Additionally, one exemption that may be particularly relevant to U.S. citizens living abroad for a small part of a year is the exemption for a short coverage gap (This means that you went without coverage for less than three consecutive months during the year).
