If I am paid a mileage rate of 0.48 per mile and standard rate is 0.65 per mile can i deduct the 0.17?

It depends.  If you are a W-2 employee, the mileage is not deductible, because unreimbursed employee expenses are not allowed, through 2025 (see: Are Unreimbursed Employee Expenses Deductible?).

 

If you're self employed, you can deduct vehicle expenses, but you'd need to factor in what you already were reimbursed.
