If I am retired from a regular job and work Uber can I deduct my health insurance premiums for my wife and I? I drove 19k miles for Uber in 2018 my wife doesn't work.

It depends. If your insurance is from your employer that you retired from then no. If your insurance is Medicare, A Supplemental Plan or through the Marketplace or another private plan that has nothing to do with your previous employer, then yes it is deductible.
