If I do the standard deduction will I owe taxes next year for federal and or state

Tax owed is based on how much you withheld or paid in estimated tax relative to how much tax is due. 

I'm not sure I understand your question. Are you asking about taking the standard deduction on your 2022 tax return, that you are filing now? Taking the standard deduction on your 2022 tax return has nothing to do with whether you will owe tax next year on your 2023 tax return.

If you take the Standard Deduction on your 2022 federal tax return then if you get a state refund it will not be taxable next year.  

There is no connection between doing the standard deduction and what you will owe.
