Question

If I gave charity to a neighbor who is poor, if not an organization, can I claim as charity on taxes?

Unfortunately, you can't.  You're not allowed to deduct cash, gift cards or property given directly to another person, family, or group that isn't a qualified charitable organization.

Please see the TurboTax Help article What is a qualified charitable organization?for more information.
