Question

If I paid car registration fees for a car that I personally drive but is not registered in my name, is that a deductible for my taxes?

Not if you are not legally liable to pay the fee.  BTW: registration is  not deductible, only that *part* of the fee that is a property tax based on the value of the vehicle is - not all states has such a tax, but it is immaterial unless you can otherwise itemize deductions.
