If I received medical care in December of '22 and paid this in January of '23, is that deduction eligible for tax year '22 or '23?

You cannot use a medical expense paid in 2023 on your 2022 tax return.   You can only enter expenses paid in 2022 on your 2022 return.  It is not about when it was billed---it is about when you paid it.
