If I received visiting nurse care for my child (through my insurance), would that be considered a child care expense?

No. As this is covered by your insurance, you have no out-of-pocket expenses to claim. 

In any case, nursing care can be claimed as Medical Expenses, not as child care expense for the Child and dependent care credit.
